DEL Request for Qualifications and Quotations for Market Rate Survey and Report

The Washington State Department of Early Learning is pleased to announce the release of a Request for Qualifications and Quotations (RFQQ) for a Market Rate Survey and Report.  A copy of the RFQQ is available at the DEL website http://www.del.wa.gov/publications/contracts/08-RFQQ-0110_Market_Rate_Survey_Final.doc.

 

The objective of the RFQQ is to:

  • Conduct a phone survey (DEL will provide the contractor with a survey tool prior to the start date of the contract), by county, that captures specific elements of child care such as current rates of child care centers and family child care homes, numbers of slots, numbers of subsidized slots, current vacancy for all age groups, and current vacancy by infants, toddlers, preschoolers and school age as defined by licensing.  A large percentage of DEL providers speak Spanish as their primary language.  Therefore, the contractor must be able to conduct the survey in Spanish, as well as English. 
  • Create a report which includes an:
    • Analysis of the data gathered from the Market Rate Survey; and
    • Analysis of the data gathered from the Market Rate Survey in correlation to:
      • DEL’s two subsidy policy studies;
      • The Child Care Resource and Referral Early Learning Data Report; and
      • The Joint Legislative Audit and Review Committee requirement that DEL provide suggestions for measures that indicate increased access and affordability for child care.
